OK first what kind of graphics card u got?

If its Nvidia, I would recommend this program:

    Powermizer Switch

Run the program, and make sure you turn off both battery and AC settings for maximum performance.

Hope this is what you were after.

+1 for Powermizer Switch. That's what I usually use. RivaTuner can work - but what you have to do is to overclock the 2D settings in RivaTuner to the 3D settings. That's because when your GPU downclocks on battery, what it actually does is run 2D clocks for everything. So if you turn 2D clocks up to 3D speeds, it de facto doesn't downclock. You'll notice that you can't turn 2D speeds up that high by default. To do that, you'll need to increase MaxOverclock in Power User->Rivatuner->Overclocking->Global. A value of 150 should be sufficient.

There's also the 3D Low speeds. These are used when the GPU is getting too hot. RivaTuner can change these, too, but I wouldn't recommend it - if you're getting downclocking because of heat, you want it to run slower. In that case, you probably ought to clean out your vents/undervolt the CPU - in short, see NBR Cooling Central.
