does 32bit vista only allow signed drivers? what about SP1 & SP2 versions?

Yes Vista 32bit has driver signing. It doesn't NOT enforce it, but performance (at least boot up) is slowed without it as Vista has to do a number of checks for the non-existent digital signature.
Where possible, seek signed drivers. -
Vista checks for the digital signatures of the drivers that don't have signatures every startup?! I have not heard of this before...

No. You can run without signed drivers.

I find that to be an odd move by Microsoft. I don't doubt you, but do you know of any documentation somewhere about that?
