I set my locale to australia (code 4), but the dvd region code is strangely set to 2. Which is europe and South Africa. Is this a 7 bug or just an issue on my part?

The optical drive probably stores the last code, at last time you played the disk of the region. This will not reset, even after a new OS installation.

    cheers ...

Region codes for drives are implemented by the drives themselves, not by the operating system.
