This is a questions that probably a BIOS specialist can answer.

What causes a Windows (7) computer to either boot right back into Windows - skipping all BIOS prompts - or performing a rather normal boot process that starts to resume from hibernate only once the appropriate hard drive is started and its boot manager takes over.

I have laptops with either behavior and so far no idea where to start. There are many people with the same problem. One way to force a cold/normal boot process is removing all power - however it's not feasible with newer laptops with integrated batteries.

Windows itself doesn't seem to have any options to influence this. It seems to be a BIOS issue and I'd very much appreciate input as to which BIOS (unlocked) option could possibly influence this. I have tried all kinds of "fast boot disable" things and also disabling hibernation (which did disable the option in Windows as well).

First off are the BIOS/UEFI up to date and is the settings default or user changed? And what laptops are we talking about. I have laptops that were W7 that are now W10 and have no such issues as your asking unless I click on the buttons to go to BIOS/UEFI.

Any normal laptop really. I did quite some searching and found tons of people reporting this previously unknown behavior.
Why do you ask for default settings? It appears that there are no accessible settings in any BIOS that can change that behavior. Have you ever been able to switch this behavior? What do you mean by "button for BIOS/UEFI"?

Maybe I should mention that from M$' side this is not desired behavior and the Windows bootloader can never perform this. It wouldn't make sense. Making changes on a hibernated system is not defined and can possibly lead to strange behavior. It's still quite useful I have found and never ran into a problem.
