There isn't much. You could try audacity.
Reaper has an unlimited free trial (uncrippled unexpiring shareware)
    Dunno if it's any good.

Try to find an old edition of a program named Cooledit. It most likely should be free, but I'm not positive.

If you could be a little bit more specific about what the end-product is that you are trying to make, I'm sure the suggestions will be more project-appropriate. : )

If you're dealing with mp3s, take a look at MP3Trim. It can trim mp3s, adjust sounds, etc. Very simple to use program.

Thanks for the responses guys. I tried audacy, and that seems like a really professionl program to use. It may be too much for what i need.

What I am actually doing is making a video game. Its gonna be a birds eye view type of game. I will be using a program called game maker (tis very good and easy to make anything from pacman games to mario games to quake games)

What i really want is to be able to cut parts out of mp3/wav files. I also want to be able to record things like "hi" and stuff like that.

    so any ideas?

    thanks!

Prefer editing of Music with FlexiMusic Wave Editor and for creating music FlexiMusic Composer. The software is of shareware but free to use as trail version.
