    It depends on whether or not you're using a Proxy server or not, or are behind a firewall of some type. The problem is due to WU's inability to access the update service; 1 or more of several services used in the update process to access the server is being blocked. That access is being blocked somewhere at your level so you need to figure out where. If you've got Web Filtering Enabled on your Router for both Proxy and ActiveX, you need to disable the filters.
