I am getting horizontal tearing watching .avi movies in vlc. I don't see an option to enable vsync in vlc and my intel x4500mhd doesn't have a vsync option either. Any ideas?

Change the video renderer. Better yet, use CCCP or MPC-HC and Overlay Renderer.
