    Depends on burner-media compatibility.

i know with some software, you have to change the preferences to allow it to burn at max capabilities. You might check the preferences and see if their is an option to change your burn speed.

My bet is also on media - burner compatibility.
Which media are you using and which burner do you have?

Taiyo Yudens are widely considered to be the best blank DVDs. You can get them at places like Rima.com.

You need to upgrade the firmware of your dvd-writer to recognize that media and try buying a good quality media. Using crappy(low-cost) media the dvdwriter will not write at advertised speed.

Some burning software (i.e. - Nero) also tests the write speed and limits the burning to what it thinks is the best speed. Look for those options in your burning software, and run the test under A/C and max power settings.
