I get them through my college. the laptop does not have an optical drive so I'm assuming my college will be giving me a usb to install from. can someone tell me how I install windows ten on a laptop? I'm assuming I have to boot it up from the usb drive? anyone have a newbie walk though? thanks

This is unlikely IMO - I would call/email and see. You may just get a license key that you need to enter during installation. Then you'll need to make your own USB installer (which is easy - google Windows 10 media creation tool).

so my laptop will come with no OS installed but it will come with this "
    Operating System Reinstallation Media-
This USB flash drive will reinstall the operating system and will include hardware drivers specific to your system." so with this included with my laptop all I would need is the product key from my college correct? I have to read @Phoenix how to guide again cuz I'm super new to installing OS.

To much assuming here you should double check whether or not it's dvd install or usb install first? Install from USB is the same steps as boot from OD drive you have to make sure the UEFI allows usb boot to be able to boot from the usb install drive. I done this on a Dell 1525 that has this options otherwise if your system doesn't give you usb boot then it's a OD boot. But depending on your laptop you need to know which F-keys is the one to press to get to the boot option to pick to boot from usb to get started. Once you do that the install steps are pretty straight forward. Just make sure you also download all the need drivers ahead of time onto a usb dont' copy it to the install usb stick put those on separate usb and install the drivers after the O/S is done installing from the usb install stick. I created Windows 10 Pro USB install stick and installed on my Dell 1525 and had no problems other then reinstalling the iNtel HD to make it work correctly. So take you time when doing first time O/S install and once your done with O/S and driver install connect to the internet and activate your O/S and then discount from internet and reboot and make sure you not connected to the internet and then make your new Recovery USB or DVD depending if you have a OD and this will be your lifesaver should you need to wipe clean and redo incase of malware or HDD/SSD replacement and this will help you get back and going. This is what I did and you will be happy in the end you did this.

It is also possible that your school will give you a download link for the iso. Do note that if your computer has a NVMe SSD and you want to install windows 10 using GPT partitioning, etc. to get the most of that SSD, the process is slightly more complicated. If you have a standard SATA drive in there (SSD or HDD), then just go ahead and install it like any other Windows version.
