when i bought the pc, i started and set up an username which is also the administrator. now i want to change that username to something else but it doesn't seem to have completely changed. such as folder names in the "users" folder is still the old username, command prompt, "my documents", etc...
is there a way to have those updated to the new username or the only way is to start the windows from scratch??

I had the same problem as you a few months back. I started by changing the name and left the user folder along, though it was not correct. I figured that this would be ok. Then after a few weeks my machine started to behave strangely - icons moved around from their original positions, programs that would stop working when I double clicked on them. It was then that I decided that I should reformat my machine. I did(some what of a pain to restore everything, I know but...), and since then have had no problem at all.

Your best bet to do what you want is to create a new user with the name you want, and then copy whatever stuff you have on the old user to the new one. Once that is done, you can simply delete the old user, and its associated folders, too.

^^^ Simple, why make it any more difficult than that.
