Please try pulling the battery, and AC, hold the power button down for 15 seconds, release it. Then power on with AC only, Battery only. Once you get into windows check event viewer for any errors.

you might need to find and remove/replace the CMOS battery in the base somewhere. no idea where it is on a HP
if you tried Josea's idea which is a EC reset then that should have worked.
next thing if a cmos reset doesnt work then it could well of been caused by a hardware failure which is then a trial and error process to find the faulty part.

what is the full spec of the lappy. cpu, gpu, ram, hdd, ssd etc.

It sounds like the display maybe going externally. Try using the function keys to bring it back. Also try an external monitor if you can't switch it back.

    Infamous HP caps lock blink.

shut down laptop (hold down power button 5-8 seconds)

    unplug AC

    remove battery

Hold down power button for 30-60 seconds (don't let up at all) and then release after the 30-60 seconds.

Plug everything back in and power up.
