i am switching computers and since i have a lot of time on my hands i rated all 1500 of my songs in iTunes (gave them the stars). does anyone know the necessary file(s) needed to keep those settings when i install iTunes on my new computer?

Well, i am not sure, but there is a way to export your playlist and then import it later. If you export it, you may be able to keep all your starts. You should try to get the whole iTunes folder from your other machine, then install a fresh version of iTunes and then overwrite all the other files. I dont know for sure, but i am pretty sure that should work.

not sure about this, but i do believe you can upload you playlist onto i tunes, then download it on your new pc. Otherwise, just put everything in you itunes folder on a cd, and transfer it to the new pc. Sorry but i cant be more specific, but i have never done this nor has anyone that i know of.
