It is not normal. Check what programs load at start up and remove the unneeded ones. But I think it might be a driver causing problems.

Inspirons are known to be loaded with bloatware. Better to do a fresh Windows installation.

Vista is very speedy for me when it comes to booting up (far quicker than Ubuntu). I used to get graphical glitches like the ones you described when I first started using a laptop. If I remember correctly, there was a Windows update that resolved the problem. First I would try updating the GPU drivers and also make sure you have all Windows Updates on board.

i 2nd cleaning up startup processes and services. remove the disk indexing service as well. and leave vista alone for a few days, it gets better and faster as it "learns"/adapts more to ur environment

    cheers ...

Vista business here. The same brown-out thing happens to me.
I seem to remember it's related to the nVidia drivers and will go away with an update.
I did not care to try it out because
    1. I am loaded with work
    2. I will nuke Vista as soon as I have a little bit of spare time.

Maybe it will, when it will reach the maturity of a SP2.
Right now it's still a beta version that requires the betatesters to run the money for doing the work for M$.

Just to make you happier: how many gigabytes is it taking off your harddisk?

just remove all the bloatware/crapware/whatever you'd like to call it that comes preinstalled into your laptop...disable the sidebar (I know it's a nice thing to have, but hey, we can't have it all)...and as for the black screen flash, here's the solution thread to it (if you havent seen it yet)
