Not sure if too many people still use IRC, but I run a fileserver on there. On Bittorent my upload can hold a steady ~170KB/sec. Same thing goes when I FTP files to my webserver.
However, on IRC my DCC sends never go above ~40KB/sec. I have DCC Packet size set to 8091, PDCC, and Fast Send enabled.
I was wondering if anyone else if familiar with IRC and knows anything else I can do to get DCC Sends to go full speed. All the right ports are open and have zero issues connecting.

I'm on IRC all the time, but honestly I never send files via DCC. It's so much easier for me to drag them to another folder, give them a link to my domain and the file, and call it done.
Try another client though, it could be a problem with mIRC. -
I'm actually using the UPP client, which is still mIRC at its core. It is a bit old though.

The two top ones i recommend are mIRC and Xchat, i'm not very sure how to DCC in mIRC but i can receive DCC connections. I'll move this to the Windows forum as you'll get more replies there.

Here is an example of the speeds I get with every other application:
In IRC, I can't seem to get above 40KB/sec, and usually it floats around 20KB/sec. Any IRC experts out there able to give me a hand?
Fast Send is on, PDCC is on, and Packet Size is set to 8192. I currently have modem connected directly to machine so ports are not an issue. Also no firewall. -
Try different clients and scripts perhaps
I havent used mIRC for a while. I dont remember going past 40kbps either -
I had to configure mIRC before i got max download speeds, although i don't remember the site. You may want to try out Xchat, although the official version isn't free you should use this one. It requires no config to use at full speeds.

I will give it a try and see if it helps with speeds. Only reason I use mIRC is because I use an Fserve addon with it called UPP. But I am sure there are third party scripts for xchat.

If you get used to it, FOSS is usually better than proprietary stuff.

Go to http://www.portforward.com and configure your router with the Application to get maximum speeds.
I used to get 8 kbps on Torrents...but now i get full 375 kb/s as per my 3mbps plan.
I download all Game Demos from there. -

I've tried setting each at 500 and at 0 for unlimited, same results.

Try setting max cps to 150000 and min cps 1000.

What ports are you sending on? Your ISP may be throttling you. 500 CPS is only around 4.8 kb/s. Are you running an fserv or just sending files?

Right now I have DCC ports set at 4990-5000.

I'm beginning to think that maybe as old as IRC is, maybe it just can't support higher speeds. -
Who are you sending the files to? IRC supports whatever speeds the line is. I'm sure these is a setting someplace I am forgetting. I haven't used IRC in a while but I used it for about 8 years.
Try a packet size of 4096. In UPP under the Sends Manager do you have anything set there under the Speeds tab. -
Try using another ports 32452 for example, something high.

I've always had it set at 4096 and maxed out my connection both ways. I think you may have it set too high.

Ok using a higher port and 4096 packet size definitely helped. I can seem to max out around 100KB/sec. Wish I could get the max ~300 but it could also be on the receivers end.
Is there a reason why higher ports help? Is it the ISP throttling lower ones? -
Yeah your ISP could be shaping traffic over them. The higher ports tend to be unused by most services so they are ignored.

Btw do you have half-open connections limit patched? This maybe another reason for not reaching top speed.. -

Interesting, but if that were the case, would it not also affect transfers for Digsby (AIM) as well. I posted the screenshot above showing what I get with that kind of file transfer.

When the half-open connection limit is reached, new connections will be queued until some of the current connections are established. So I guess it depends on how many tcp connections you have in this moment, if you have other transfer Digsby probably will be affected too.
For example if you have 10 leechers(and 10 connection limit) on your fserve, if you start Digsby transfer I think it will be affected.
