Is there any software that will do this? I have a few videos I made and would like to post to the internet, but I saved them in a very large format so that the quality would be good. But they are to large to download to the net. So is there any software I can download that will make the resolution smaller, 320x or something like that?

Try Windows Movie Maker, it's a built-in Windows program. Import the video, then go to File > Save Movie File > (Next, Next) Show More Choices and you can select how large you want the file size to be.
