    Yes, to upgrade from home basic to home premium it will cost the full upgrade price. Though if your a student you can get a student version of home premium for around $75 which would be a lot cheaper.

    I don't even think you have to buy a CD, MS put all of them on the same one.

    You do NOT need to pay full price to upgrade.

    Just use Windows Anytime Upgrade (located in the control panel). You'll need a credit card to pay, and you can select from a list of retailers. To upgrade Vista Home Basic to Vista Home Premium, the official cost is $79, though I've heard some of the retailers you can choose (Sam's Club being the one I hear the most) give you a discount off the price. Once you proceed through checkout you'll get a new key, and the information to perform the upgrade. If your Dell didn't come with a Vista install disc, you may need to order that at the same time as your anytime upgrade. It's really pretty easy, as you're really just unlocking features that already exist in Windows.
