Well, XP will let you lock after comming back from the screensaver, stand-by, hibernate, and from the bootup menu. Other than that, there isn't any other way to lock your notebook without other software/hardware.

You can also lock set a password in the BIOS, but I wouldn't recommend it. It is probably one of the safest ways to lock your laptop, but if you forget the password, then you'll have a difficult time even booting into your laptop. You won't be able to reformat or anything to get passed it.

If you have XP Pro (maybe XP Home), and you have a user and password, and you use the classic login, then you can ctrl-alt-del at any time and lock the PC. That is standard for protecting a PC. If you don't have a password, then anyone can turn you computer on and gain access.

in windows xp (i think pro & home, but definatly pro) you can always press the windows key in combination with the L key, that will bring you to the same screen you get after screen saver, etc.
    Hope this helps!

To set the BIOS password, restart and hit F2 to enter BIOS as soon as you see the Dell logo. From there you have several options to choose from as to which security option you want.
