check to see if u have the following:
    Hkey_CLASSES_ROOT\.txt\Shellnew:
    - (ab)Default REG_SZ (value not set)
    - (ab)ItemName REG_EXPAND_SZ @%SystemRoot%\system32\notepad.exe, 470
    - (ab)Nullfile REG_SZ

He's referring to the registry, which, if you're new, you don't want to be messing with. Everything under the "New" menu on the desktop's context menu are called templates.

    Google it.

In Explorer, I have right-click -> New -> Text Document. And I haven't messed with the registry. (I do have Vista Business though... don't know if that matters.)

Try in your home directory though. When I'm in the drive root or in a folder I don't have permissions for, the option's not there.
