It used to work i dont know what happened i keep getting error index was out bounds of the array. any ideas

First - post specific details and error messages. I have no idea what laptop you have, when the problem started happening, what you did immediately prior to the problem, etc.
Second, take this to the laptop manufacturer's board on this forum. This isn't really a general Windows OS issue. -
I have toshiba X205 sli1, windows vista. when i first installed it work.
Then i reinstalled windows. I removed all the extra crap toshiba includes and now . reinstalled the program it throws that error -
Ok, now take that information and go to the Toshiba board on this forum. Toshiba users may have already experienced this and know how to fix it.

. re.installing vista - had u installed all relevant drivers, especially chipset?

no I uninstalled and reformated and reintstall vista and still the same error message (index out bounds of the array) cant figure it out for the life of me.

Again, please post the exact error message and when you get the message - in other words, what you were doing when you got the error message.

The only thing different from when i started using it was reformat and install vista again to factory image. Basically nothing but this error message every time i try to start NHC. I added 4 Gigs of G skill ram.

When you reinstall Windows, you have to install all of the drivers and notebook system software - they don't come with Windows. Did you download all of your required notebook drivers/software and install them?
Since your notebook worked perfectly before you decided to reformat, I'm going to guess that you haven't installed everything correctly. -
I reformated 2 times and installed all the updates still nothing.
