    i have a laptop with vista on it, anyway to prioritize which programs start up first?

    no, i mean in the boot up, can you decide which programs start first, msconfig seems to only decide if a program starts in boot up or not

    it can not prioritize one program over another

    You can set priorities in Task Manager. Change the ones you want to start first on High and the other ones no normal, low, etc.

    That doesn't determine startup order - that merely controls resource consumption.
