I'd like to know, is it true that if there is any change to a particular folder e.g. adding files, deleting files, replacing files, or any one of the files get some changed, or creating a new folder under the particular folder, the modified date of the particular folder will also be updated?

Second question: I have a file, how to change it's modified date or creation date by myself?

If you copy a file to another location it will give it a new date but if you move it the original date will remain and if you access files or re-save them the dates will change. Same matching files will overwrite or ask depending on the permission you set. Folder dates are based on when it was created and moving them as well will keep the creation date. I've noticed on Windows 10 that something just opening a Word file and not saving will sometimes change the modified date so not all files change the date when you access and some will and some will not.
