all the buttons start up all the time. but on some occasions network and volume are conspicuously absent.

That's not quick launch, that's the system tray.
Anyways... right-click the taskbar > Properties > Notification Area tab > Under "System Icons", make sure Volume and Network are checked. -

I got to thinking about the QuickLaunchButtons again and uninstalled them (after downloading the executable to install them again if I choose to do so).
The little blue lit up buttons (e.g.: mute; volume up/down) still function.
