will 32 bit vista recognize 4 gigs of ram or is it only 64bit vista that can recognize it?

32bit Vista will recognize 4GB of RAM, but it won't utilize it. It will only use somewhere between 3.2 and 3.75GB total, depending a lot on what other hardware and drivers you have (video card memory size, etc.) Also realize that 64bit Vista requires signed drivers, so if any of your hardware doesn't have a WHQL certified driver, you won't be able to use it under 64bit Vista.
