it has been one of the computer problems that looks like never having a solution to me.

My portable drives or USB flash drives, are very often rejected by the system to eject safely, returning with error message saying that it's occupied by some other programs. In fact, I'm pretty sure they are not occupied at all or at least I never know what programs are occupying them.

I've tried a number of third-party safely remove software but they are practically all the same - Not working at all. Like gimmicks.

I touch the case of the drive and I could feel the vibration. I don't feel good by just unplugging the USB cable or the power cable.

What's the real solution to this old problem?

I find that Windows 10 is better at releasing USB drives than the previous versions of Windows.

Some suggestions: Make sure that the drive isn't open in Windows Explorer. If you have opened a file in the drive using Microsoft Office then you may need to close the office program (I always copy a file to the internal drive before opening it in Office). Maybe your virus scanner has decided to check out the drive (which should show up as activity in Task Manager).

All tried. Indexing of the drives--stopped
    Antivirus -- stopped
    No Office installed
No any files or folders on that drives executed

The drive is still stuck and vibrating all the times.
    Unable to safely eject.
    I hate it

Check the drive properties in Device Manager and check that the Policy is set to Safe Removal. Then once you have done the basic checks of no files being open or being written then just pull the plug out.

Only time I see this is something is scanning it or one or more apps is linked to the USB that is running and you don't see it. A reboot will break that connection to allow you to eject it. But should this continue on then you got System problem that you need to look into to fix it.
