Right click on an empty area of your Taskbar -> Properties -> Start Menu tab.

Now, if you have the Windows XP Default Start Menu style, then:
Click the Customize button for Start Menu -> Advanced Tab -> Scroll all the way down until you see Scroll Programs and uncheck.

If you have the Classic Start Menu, then:
Click the Customize button for Classic Start Menu -> Scroll all the way down and uncheck the box for Use Personalized Menus.
