tl;dr launched bios application, it required reboot, installed windows updates first (caused windows to restart) tried to re-initate flash: "access is denied". can't delete folders to re-initiate bios flash.
i reformatted windows 7 home premium x64. i downloaded my drivers from toshiba, including the bios, and when i installed the program it said i needed to restart windows to initiate the flash.
i didn't think it was smart to immediately run this because i had about a billion windows updates that were pending installation and knew the computer would restart at least ten times and didn't know how the bios flash would fit into that. i assumed i'd install the updates, and when the computer restarted i'd flash the bios.
after about five years, when the updates are applied, windows reboots again and i attempt to run the bios "launcher" application (C://sk40v140). i get this error: "some files could not be created. please close all applications, reboot windows and restart this instillation.
every time i restart i get the same error.
the only solution i can think of is to delete the two folders the original .exe driver installed which are (C:///sk40v140 and C://UBIOS). it removes the first one fine, but when i try to delete UBIOS i get: "this action can't be completed because the folder or a file in it is open in another program. close the folder or file and try again."
i go in the folder, look at the applications, then open task manager and find the only consistent one called "GFNEXSrv.exe" under the services tab. i right click, go to stop serivces, and "the operation could not be completed. access is denied" pops up.
the only other option when i right click is "go to process" which takes me to the process tab and nothing remotely like anything in the bios folder.
this is all so dumb. obviously i can't enter a freaking essay into google so i thought i'd hit the forums. and yes, i'm the administrator.
included processes tab so maybe somebody can tell me what to kill:

To delete UBIOS folder try logging in with an administrator account in safe mode.
Also go to properties, security and make sure you have full control of the folder.
Is there a way to do your BIOS update while booting from a USB stick? -
yeah, maybe i'm just going about this the wrong way... there is an iso in the folder, i just hesitated to boot from it because it's significantly smaller than the rest of the folder
this is just dumb. bios problem.
