If you want to disable the notifications for your LAN connection, double-click on the LAN connection icon in the system tray, select Properties, clear both check boxes in the General tab (Show icon... & Notify me...).

If you also wish to do this for your Wireless Connection as well, follow the same procedure, this time by double-clicking on the Wireless icon in the system tray. If you're using a Wireless-adapter-specific program (e.g. Intel PROset/Wireless) instead of the standard Windows Wireless Connection, then you should use your software's settings.

If you want to disable more balloon tips (or all of them), then use Tweak #11 on the left column of this page: http://www.kellys-korner-xp.com/xp_tweaks.htm
