I just bought myself a secondhand laptop that's a P3 800 with speed steps. RmClock does not support P3, are there any programs out there that do support undervolting a P3?

That is a pretty old processor compared to modern processors that is why RMClock doesn't recognize it's speedstep functionality. You see the speedstep that the pentium III uses is different to the pentium M and core series of processors. You can read up about the different versions of speedstep at Wikipedia.

Perhaps you could give Notebook hardware control (NHC) a try find it here other than that I don't know of any other programs that might work and it maybe difficult to find any that still do.
