Are you sure you're not talking about processor speed here?

power saving features; the clock speed is lowered so that the voltage can be lowered.

    look up speedstep or powernow.

Vista will show the actual amount of RAM installed even if it cannot used all of it. For example, Vista 32 bit will show 4 gigs of RAM in your case, but in usage it can only use 3.2 gigs or something similar value. Not sure what's going on with XP there.

download and run CPU-Z, it shows clockspeed in realtime. Then run something that will require CPU power and it should jump up to 2ghz.

As for your ram, 32 bit OS will not let you have 4GB available for use. 2.75 available sounds like you have a discrete video card too (512MB) in your setup, which has to be shadowed in system ram.

I don't know how much cost there is to get Vista 64bit if you already own vista 32bit. Contact MS to find out.

One will and one won't what?

Vista is newer and systems with 4GB ram are not unusual.
XP is from 2002, and 4GB systems just weren't common at all back then.
MS just gave Vista ability to show all of installed RAM since SP1, doesn't mean it is usable, I think it was to make the OEM"s who sold systems with 4GB/Vista32 to show the consumer that 4GB is installed. No one said it had to be all usable, i suppose. You are getting what you pay for (4GB), just not able to use it. Same as why our speedometers show high speeds (240km/h) but the governor on the car won't allow past 170km/h (as an example).

64bit will need to be used but it also depends on the chipset for your system. If you have an older 945 based setup, 64bit OS won't give you the full 4GB usable as there is a hardware limitation there.

    that's still fine.
If you really want and you do manage to get a hold of a Vista/XP 64 bit install, I would suggest making an image of your current OS install before going ahead with 64bit, just in case your apps don't play nice with 64bit (unlikely but possibility is there). This way, you can do a quick restore instead of going through the hassle of another OS install.
