You have to install XP then upgrade to Vista if you ever had to reformat. That's the downside to upgrades. OR you can try something like acronis true image and make an image right after your vista install and you can use that image as your restore. Saves some of the hassle.

There is a way to use the upgrade DVD they send you to do a clean install, takes a bit longer than normal, but a clean install none the less.
If you ever need to reinstall vista, simply use the upgrade DVD they send you, (It's actually a full version Vista DVD, the difference is the Serial key) and use the same method, to reinstall Vista. Upgrade DVD and the full DVD you buy from a local computer store is the same.

Edit: LINK: Paul Thrrurot's tutorial on how to do that http://www.winsupersite.com/showcase/winvista_upgrade_clean.asp

The Vista Home Basic DVD supplied by HP is just an OEM DVD which does not need an older OS to install. You can do a clean install using this DVD and the product key supplied with it.

Sure, the simplest method is to just cut or copy/paste the files onto the other HDD. Ofcourse you will have to connect the other HDD through the USB/firewire ports using an external enclosure.
