    Is there a program that allows you to watch TV programs on the computer?

    You will need a TV tuner if you want to be able to watch live broadcast TV on your computer. If you just want to watch certain shows, some channels have special on-demand players which allow that, such as BBC's iPlayer.

    if u want to use windows media center, u need to buy a tv tuner that windows media center support. other wise u need to use the software that come with the tuner.

    You may want to check out the official tv shows website. Some of them, like fox, put up episodes of their popular shows. Other than that and watching streams, get a tv tuner as most people have already posted.
