Is there any web cam software which can override the window's one?

The anti-flicks function is not work on my web cam of Samsung R70 cause poor image quality. The webcam model is Vega USB 2.0 camera in the device manager, no driver can be downloaded from Samsung and can't find it elsewhere.

I also found the other functions are not working(white balance, exposure, backlight compensation, gain I manually alter the settings, but they kept working at auto.
