as far as I know, when buying new laptop:
Dell - will send OS disk
HP - will send OS disk
Lenovo - will not send (user can burn recovery media only, one time)

MSI: Can burn yourself, and they will send.
I got a free set by way of windows 8 winload.efi corrupting, they happily sent me a set after I asked for them, instead of their first offer: free shipping back to MSI willing to RMA it classifying it as a DOA laptop for repair - even after telling them it was running custom thermal paste, swapped HDD, and swapped Wifi card.
This was before I sent in my form to activate the 1 year free accidental damage warranty that comes with it. -
Clevo sends operating system and driver disc.

Most manufacturer's provide the serial key and no disc; only a recovery partition or recovery media. It cuts down on cost for them, as they only need to provide the license. Clevo rebranders typically provide the physical installation media though, and for those that don't, you can usually purchase from still.

You have to purchase the recovery discs from Dell now, they are an option, but you no longer get them for free like we used to.
Asus no longer sends recovery discs either. -
