Just finished building gaming my pc and it is working fine. I am torn however between windows 8.1 and windows 7.

I like windows 8 and I do not think it is annoying, but I need to dual boot linux Ubuntu once windows is installed.

PC will be mostly used for programming and running servers.

What do you recommend me to do ? windows 7 or windows 8.1 ?

I would say go for the one you like most. Personally I like Windows 8 better and it is slightly faster too.
Also you can easily upgrade from 8.1 to Windows 10 in less than 2 months (launches in July) from now for free. Upgrade from 7 is free too but I am not sure if the process is similar to 8 or more complicated.

Perhaps if you would launch regedit on Windows 7 and set all parameters mousehovertime to 0, you would believe Win8 is not so much faster anymore

It's really up to personal choice. I used to hate the W8 interface, now I just badly dislike it. I have it running on my Asus T100 because literally it's my only OS choice on that machine (if I could, I'd run Linux only on it). That said, I love the W7 interface and will have W7 on my desktop/laptop until it won't run anymore.

Oh, great here we go again...they myth is better and slightly faster this myth has been busted...the human can't tell ms difference in O/S performance on the same hardware so let's be clear about that. You can post all the numbers you want but human usage you will never see the difference.

I would toss that as much or fast as I can through out the kitchen and bathtub. Upgrades are hit and miss if your O/S already has problem upgrading will not fix it-I myself would rather do a complete New install to avoid upgrade problems that would been fixed with a complete install. Cheap upgrades doesn't make up for performance in the end.
