i don't know how to describe this issue because it seems so bizzare to me. whenever i restart my windows my screen goes into some sort of freeze mode where i can't click on anything and nothing gets 'highlighted' when i hover my mouse over anything that's clickable. the only solution i've found was to do ctrl-alt-delete then click cancel which brings windows back to normal. any ideas? thanks.

Do you face the same problem, when you boot windows in safe mode or diagnostic mode..!! There could be a startup item or service causing this....

When you say "restart" do you mean do a full power up with a cold boot, or do you mean bringing it up from sleep or hibernation?

the thing is it happens randomly but usually after restart or when i shut down and power up the next morning. but sometimes it would happen right after i exit a game or after i'm done watching video and switch windows for example from firefox windows to msn messenger.. i just know that the only way to get out of it is ctrl+alt+delete as no other key responds to clicks.

Try to stay in diagnostic mode for an hour or so, and play around on the net with the LAN and WLAN drivers working....This way you will come to know if one of the programs or its corresponding service is causing the problem....!!

Plus run some harware diagnostics on the HDD, CPU, GPU, RAM etc.

Do you tend to have USB devices plugged in that you keep plugged in all the time? If so, what, and how many, and how old are they?
