XP mode can only be found in Windows 7 Professional and Ultimate. You can run any programs you want in XP mode, but since it technically is just a virtualized OS, you obviously will suffer a performance hit compared to actually running Windows XP.

While you can't run XP Mode in basic/home premium (as it is just free preinstalled xp license), you can install Virtual PC and supply your own XP Pro license.
Then you can download the integration features separately and achieve similar performance/features that XP Mode provides.
Depending what games you are thinking, 3D-games do not work. If I remember right Virtualbox supports 3D at some level (think of Half Life type of games). -

Even if you wanted to game in XP mode you would need a lot of memory ideally at 8gb, as running a demanding program in a virtual os eats up a lot of ram

About the only thing that the 'official' Microsoft supplied XP mode (running on Win7 Pro and higher ONLY with a a VT-capable CPU) does for you is the extended application and system cut/paste integration.
If you don't need all that or can get by without it, running XP in Xen, VMware, or (my personal fave) VirtualBox is more than good enough.
Of course those three virtualization platforms also offer cut/paste and virtual shared folders. That level of 'integration' with the host OS is usually more than good enough.
The design point of the Microsoft-supplied Virtual XP mode was to present XP as a fully integrated thingie that users wouldn't have to give a second thought as to how to run it.
I'm thinking that unless you're trying to set up something for Aunt Bessie most users here are more than capable of setting up one of the three environments I've mentioned.
