I installed a fresh Win Xp pro SP2, but for some strange reason the laptop takes a while to load up when I turn it on... the Windows Loading screen goes quickly but I can move my mouse and the icons dont appear for a while... I have defragmented the hdd using 3rd party software, ran a virus scan, cleaned the registry, curbed startup applications, but still! the problem persists!

    why?

have you installed all the drivers for your xps m1330?

    chipset + sound + bluetooth + video + fingerstrip scanner + mediacard reader, wireless + nic ?

Actually I disabled the fingerprint scanner and webcam, as I have no use for them at all. But I initially installed them and the the boot time was exactly the same...

    what else can it be?

Very odd. Have you tried just reformatting one more time to make sure nothing went wrong in that specific format? Another idea would be to download a torrent XP pro copy and then just install using that to make sure your copy isn't corrupted, then just use your CD-key from the legit copy.

disable your antivirus protection temporarily from start up and see if the problem persists.

hmm Try disabling all autorun programs which is not critical mate :D

you can use msconfig32.exe or any startup manager app

Start > Run > services.msc ( you have to be admin though, or click yes when you get the security prompt)

Important > Be careful with the services. DO NOT change anything if you don't know what it is or what do they do. I would suggest getting onto BlackViper ( http://www.blackviper.com/), chose your OS / SP and read *very* carefully the services, its default values and its importance or dependencies. Once you are sure about those, then make the changes.

In any case, make a back up of all important data before you do anything.

Btw, why are you still with SP2? Any specific reason for not going to SP3???

    Just a warning with Blackviper.

I followed thier instructions on what can and cannot be turned off and to borked my system.

What i would do is use Acronis and back up the partition before playing around with Blackviper's sugguestions. There's so many things to look at that you can easily forget what you turn on and off..
