I can buy a d830 that has a monitor that goes white but when you wiggle the monitor it goes back on again.

Could this be a lose connector?
Or more likely a broken monitor?

And how hard is it to open it up?
I got many small screwdrivers so that shouldn't be a problem.. and I build computers and disassembled a few notebooks in my lifetime.

Sounds like a similar problem to what I had on my D620. That was a faulty LCD. It isn't hard at all to replace it. Just unscrew the bezel, and undo the few screws securing the LCD and pull it out.

EDIT: Just out of curiosity, what GPU does it have?

Can you pipe out the display externally no problems whatsoever? If you can then you might just have a loose connector. Go to support.dell.com and punch in your service tag and get the service manual.

The GPU won't matter if it's a loose connector.
