Thanks for the RMClock screen dumps. They don't show any serious throttling (if there was, the 798 would be something like 238 and the purple line much below the red one). However, it would be advisable to check those numbers after playing some Youtube videos or other tasks which load the CPU /GPU.

Dell tends to charge a small fee for the OS media these days... but they have always included the Dell Webcam Central CD in the box, by my experience. You may have to beg them for it, or try living without it. Win7 will install the webcam driver.

I just downloaded CamStudio in order for me to screen record the process. I opened this YouTube video (YouTube - CoD 6 hits Asus Gaming Laptop G72GX 17.3 in full ...) on my external screen (in fullscreen on 720p) and recorded the monitoring.

Screen recording video: MEGAUPLOAD - The leading online storage and file delivery service

The values exploded when recording and watching the video on fullscreen. This did not happen when I did not record the screen. Well, the values went a little up (1600 etc), but went down again. They also went almost max some times, and then they went down... The pink was bigger than the red sometimes, and the other way I think. The recorded video is more extreme than it is when I do not record apparently, due to that the recording session uses alot of CPU (i guess?). Anyway, I am not rid of the problem anyhow.

Sooo... How do I fix this CPU issue? ... It is so annoying that my other PC works on such low CPU's, and my new one doesn't. Irritating. My friends new Acer Aspire TimeLineX 5820TG also work on very low CPU and does not have the problems I am dealing with on my E6500.

Edit: How can I log the graph in a time interval on 10 minutes (and where does this log get saved?) per example, and within that time-window I can watch some YouTube videos and play some CS 1.6 for some minutes to see how the CPU reacts...

I've looked at the video and it doesn't show throttling. However, if you want to log the CPU data then there is an option on RMClock's settings page.

There, it does appear to be a software problem. You can restore the factory image by pressing F8 while the BIOS screen is showing. However, you first need to back up all your user files. See Dell's instructions.
