On the United States "Dell Small & Medium Business" site, the i5-520M is still offered.

I would think that the government of Quebec is dealing with a difference sales channel than small and medium business users. Perhaps the Quebec government is paying a much higher premium for the mandated keyboard design than any consumer would be willing to pay. Since it is a bizarre government mandate, Dell should be able to charge a premium.

Personally, I think the bilingual keyboard issue is utter irrelevant, even in Quebec, where the government runs largely along Francophone, not bilingual lines. The rest of Canada is bilingual, but Quebec is truly Francophone. The Anglophone community has mostly left Quebec.

Probably the abbreviation "Ctrl" is probably illegal and represents a crime against the French language in Quebec. Oddly enough, many French businesses operating in France, would be heavily fined in Quebec for French language violations. Even the French government would run afoul of Quebec language regulations. I guess the French aren't French enough to live in Quebec.
