I'm so frustrated. I reinstalled windows vista on my dell vostro 1700 several times yesterday & today. once it finishes installing all i get is a black screen & a mouse. If i restart it just keeps loading with that little green bar. I cannot boot in safe mode either. What do I do? My warranty is up with Dell so I cannot call them. I tried reinstalling it several times and I cant find a solution.. help!

    set bios to default
check if your system heats up
try a fresh new install instead of an upgrade by deleting the partition, recreating it and formating it

Is your 1700 GPU an integrated one or dedicated one? Such description sounds familiar to me as i have encountered it before with my friend's Vostro1400.
If i'm not wrong, your 1700 comes with Nvidia's 8xxx GPU right?
Since you can see the green booting bar in action, i assume that the re-installation is successful, but your GPU had stressed for a while, a need sometime to cool down before you can boot normally.
