    I have the XP downgrade and I've disabled the device in the manager but my Bluetooth light still continues to be on.

    Is there a way of completely turning it off?

    There should be an option in the BIOS.

    Press F12 during the initial Dell splash and it will take you to boot options. Select BIOS and from there you should find it.
