I have a Win 7 64x m4500 with a 300 GB HD. My current OS and all are on "C". If I use disk management and create a new partition that is named "A" will that be put at the outer edges or will C be still on the edge?

I used Perfect Disk to consolidate my files initially then made the partition. However, whenever I run it, the A drive runs faster to analyze even though it has more files on it. Do I need to move my partitions around on the disk to put C at the faster part?

Labelling a partition as "A" won't move it to the fastest place. Do achieve that you would need to use partition management software to move existing partitions(s) and create space at the start of the drive.

You can check the raw speed of any partition by using the file systems benchmark in SiSoftware Sandra. Actual performance within a partition will depend in on other factors such as file size (small files need more effort to manage), free space, etc.
