Vostro 1510 won't boot, Numlock flashing, caps & scroll locks solid

    A co-worker of mine brought me the company laptop that he was given complaining that it had stopped working. The laptop was bought new from Dell and I did the initial configuration of it about a year ago.

    The laptop will not boot, I can't even get into the BIOS, all it will do is turn on, the numlock light flashes continuously and the caps lock and scroll lock lights are steady on. The little research that I done says one of 3 possibilities, it was reported stolen and has been locked by Dell, the modo is shot, or the RAM is bad.

    Any help troubleshooting this is much appreciated.

    I've tried reseating both ram modules, and each module separately and still get the same results.

    The HDD does spin up I can hear it and feel it when I put my ear to it, so it still works. Going to pull it and see if I can get into it from another PC.

    Pretty sure I've found the problem, looks like soda was spilled in it. There's traces across the RAM modules and mobo where something dark colored and sticky has dried, there's also two small resistors on the mobo that are completely corroded.
