    Well, first --> Power goes to the drive, so naturally it will blink.
    Second --> BIOS initiates it, so it is recognised by the system (What is the Boot Order ?)
    Third --> It is probably due to some Acer Bloatware you have on your system, that is seeking for some media in the ODD. Try getting rid of the bloatware, and uncheck unnecessary startup items in msconfig.

    1) Power
    2) Bios & ACER boot loader initialization .
    3) Windows drive check .
