I have a 3960-2970.I am upgrading the cpu to a T7200 2.0GHz processor. Will I be able to run 4GB of memory?I have already upgraded from 512MB to 2GB.Only good reports with the 2GB.Faster and stable.

No 32bit OS can use 4GB of memory...but even if you had a 64bit OS, your chipset cannot support 4GB of RAM. You'll be limited to about 3.2-3.5GB no matter what.

How do you get an odd amount of memory like 3.0,3.2,3.5?

Right now I'm running pair matched Kingsinton = 2.0GB.

What Greg is saying... is that you can install 4 GB of ram (2 x 2gb) but your 32 bit OS will only recognize 3 to 3.5 GB. And that your chipset will also has a limit on the amount of ram it can recognize.
