I want to restore windows vista from scratch on the laptop. It only came with a windows vista upgrade cd. Is this the same as a restore cd?

The key is on the bottom of the laptop. It offers me the options of install or upgrade. Which do I choose for it to wipe the old C:\ drive and let it install fresh?
