Does this CPU have speed step?...

According to CPU-Z, clock speed moves from 1.2Ghz to 1.3Ghz.. (nothing below 1.2Ghz)..

    Is this normal?

mine does not go below 1.2Ghz.. 100mhz differnece? is this speed step?

Sounds about right. Have you tried balance mode and checked it under load? SU3500 reportedly goes up to 1.6GHz in balance mode.

i am suing XP ^^ there is no balance mode. ^^

i tried other power schemes like always on, desktop etc but it does not change clock speed... CPU-Z indicates 1197.12Mhz..

then basically SU 2700 is a souped up Celeron with 2MB L2 Cache. with very low TDP. ^^

Maybe you could fiddle directly with powercfg on the command line to tweak the settings.

It's not that hard. Klick Start, Run, type cmd
In the terminal type powercfg /? and it will show all parameters. If you study the parameters for a while and do some trial and error you could change the settings.
The important settings are /processor-throttle-dc and /processor-throttle-ac
    Try ADAPTIVE
It's best to create a new custom power scheme in the panel first, so that you don't mess up the default settings of XP

    Edit:
    deleted wrong link..
