There's like 12 gigs of space for a recovery partition I'm not using. Is there any way I can claim this space for storage? I'd rather back up on externals...

there's also 3.54 gigs for an OEM Partition. Can I use that?

Use GParted to delete those partitions.
You can also use GParted to relocate and expand your usable partitions, but that takes a while and can bork up your Windows boot-up.
That 3.54GB OEM partition is the Arcade Instant-On partition. Feel free to nuke it if you don't use that functionality.
