Your temps seems fine but if you want it to run cooler, try Throttlestop, an easy to use program, install after downloading from uncleweb's site(link in his signature).
Tick "Set Multiplier", set it to the highest for your CPU(could be 14), reduce VID to a lower value while checking the stability(with Orthos or Prime95), Tick "Disable Turbo" and "BD PROCHOT"(this is optional as you are not OCing and only undervolting).

Sorry, didn't see the problem section mentioned, check the seating of the CPU, may be sometime it's not seated properly(once I forgot to turn the screw).

Thanks the seating is fine on the cpu
If i do a stress test with AIDA64 then it shuts down

I have cleaned and reapplied the past on both cpu & gpu before that i could not even get it to a windows experience test
I have had it on for a couple of hours now on internet radio and nothing else this is the screen shot of the temps

Stress tests are normally under abnormal conditions and it shutdown to protect the CPU from any damage, as long as it doesn't shutdown while in normal operation, you need not to worry, your CPU temps look quite normal to me, as I don't have a dedicated graphics I'm unable to confirm the GPU temps. I'm sure someone will definitely advice you soon.
